I stayed there in August 2005. I had been there previously in 1995 and nothing much has changed. The rooms are dirty, I got a very bad case of bedbugs, the receptionists don't speak english and it's a long way from the centre. (10 euros by taxi).
I would recommend the Hotel Latvia - it is an excellent *** hotel.
