I found it to be the latter for two reasons; the staff was unfriendly and
I found the four-star claim to be false. Rooms are spartan, basic and outdated.
The hotel presents itself as a four-star establishment; I found it to be, at most, a two star.

Torre de Belém
The Tower of Belém was built in an effort to defend the estuary of the river Tagus(Tejo). King Dom João II had wanted to kick away ships from the river, but it was only his successor Dom Manuel I who ended up building the tower. It was designed by architect and scupltor Francisco Arruda, with notable traces of Moorish influence. It is a UNESCO World Heritage Site
