Villa Jadran is a family-run operation (and believe me, you'll meet the family). It feels very new, and it has a more interesting design to both the building and the rooms than most southern slavic countries do. While it's a healthy 15 minute walk into the centre of town, the beach (pebbly) is closer than that, and the friendly owner Alija Kojic will give you a lift out to the bus or train station if you ask.
Best of all is the price, which I got through Booking.com: 15 Euros a night. At that price I was wary of what I would get, as other accommo in Bar is much higher (stay away from The Princess unless you, too, are a princess). What I got was a beautiful clean room with in-suite bathroom and satellite television, with a small balcony. The family even volunteered to wash my laundry and kept asking me if I needed to call Canada, as they have a fantastic phone plan. And there's WIFI in the rooms.
This is perfect budget accommo for singles and couples on the road. There's no breakfast or meals, just a really comfy room and friendly helpful people at an incredibly cheap price. Bar is the main port on the MN coast and a hub for buses to Ulcinj (where you transfer for Albania) and Budva. It doesn't have the best beach, but it has a really nice, relaxed vibe and good restos.

Directions: Take a taxi from the train or bus stations, which are near the Stary Grad; Ilino is a suburb/neighbourhood right at the edge of Bar proper.
