Not as far as I know.
Only ferries to Odessa and Varna (and they may not be running now.....there are few ferries in the Black Sea):

Constanta has an interesting museum called "Museum of History and Archelogy" which displays many things that remember local history: Greek and Roman jewels, inscriptions and drawings from the cave complex of Basarabi and the statues excavated near the former railway station.
Constanta has an excellent archaeological museum—Roman glass from the 1st to 3rd Century AD, gold jewelry made by the Dacians in the 1st Century BC, frescoes with Centaurs, and the Glycon (a snake with an antelope head—the family protector.) The Museum has been in its current location--the old city hall--since 1977. A statue of Ovid sits in the square in front of the museum—he was exiled to an island nearby in 8 AD.
In the old part of Constanta there are ruins wherever you dig. A very large 3d Century Roman mosaic was discovered in 1962. It was an outdoor pedestrian walkway by the shops. The mosaic is in 6 colors, and in pretty good shape. A multi-level platform gives good views of the mosaics. It is located next to the museum.
Museum hours are daily, 9 a.m. to 5 p.m. (open until 8 p.m. in summer)
Mosaic hours are Tuesday-Sunday, 10 a.m. to 6 p.m.
NÃVODARI is situated on the Black Sea littoral, north of Mamaia at an altitude of 6-8 m. It is a children's resort spread on about 200 hectares. The 12000 beds are located in 8 camps.

* from Tulcea, turning off from DN 22 (E 87);
By railways: Constanta station, on the Bucharest-Constanta-Mangalia line.
It was built in the year 1958 and began to utility in the year 1960.
The construction has a height of 58 meters.
Its blinkers are visible from a distance of 24 nautical miles.
It is placed in front of the gate of the Constanta harbour.
