I When I booked through Hotels.com, I had to book at $55 (US) a night. But when I got there, I was able to book at $40 a night. There was one night where I didn't reserve the room and the place was fully booked. So I would recommend booking online or through telephone on your first day in Bucharest before you land in the city.
I picked this hotel since it is close to the Main train station, Gara de Nord. So finiding transportation was no problem.
Elizea was newly built in 2003. None of the taxi drivers I talked to knew where it was. It is a small 3 star hotel. The Staff is small but very helpful. They will offer a good exchange rate and also hook you up with trust worthy drivers to take you around town.
The staff was young, small, and knowledeable. I could ask them about the best places to get internet access, change money, get a taxi, etc
