I found this hotel on Hotels.com after doing a comparison on Onetime.
I When I booked through Hotels.com, I had to book at $55 (US) a night. But when I got there, I was able to book at $40 a night. There was one night where I didn't reserve the room and the place was fully booked. So I would recommend booking online or through telephone on your first day in Bucharest before you land in the city.
I picked this hotel since it is close to the Main train station, Gara de Nord. So finiding transportation was no problem.
Unique Quality: Elizea was newly built in 2003. None of the taxi drivers I talked to knew where it was. It is a small 3 star hotel. The Staff is small but very helpful. They will offer a good exchange rate and also hook you up with trust worthy drivers to take you around town.
The staff was young, small, and knowledeable. I could ask them about the best places to get internet access, change money, get a taxi, etc
