The hotel was clean and well-maintained with the reception staff very amenable. Taxis could be ordered from reception - and a trip into the centre of town usually cost about RON 13 - RON 15 (EUR 4-5). From the airport you are looking at about RON 50 for a cab - a privateer might often try to get RON 70 or upwards from you. The buffet breakfast was from 7:30-10:00am and was perfectly adequate. The hotel has a small and relatively reasonably priced bar too and there is a mediterranean restaurant operating in the evenings - although I didn't try it.
The room was well-apoointed, large and perfectly comfortable - I was not on the side facing the road - I could imagine that side would have been a bit noisier. Rack rate for a single was EUR65 at weekends and EUR 85 during the week. If there was a down side it would be that you are more or less dependent on taxis in the evening to get to and from town - there are buses but I would not rely on them and the metro is not particularly convenient.
The lift on the outside of the building gives you a wonderful view of Ceacescu's Palatul Parlamentului - the best view is going up from the ground floor to the eighth floor!
