There are other hotels to choose from, WayToRussia has a list, although the prices are very out of date.
The one I stayed in gave me a jaccuzi and two beds for 1250 roubles- I could hardly have asked for more. Theme: Hotel

Entirely satisfactory and good value with breakfast for about $25 for a single room.
The hotel restaurant is good and inexpensive and there are bars/restaurants nearby.
No elevator though so perhaps not good for disabled travellers.

It belongs to Best Western chain and assosiation Asta.

I believe this was the largest hotel in town and the one that guidebooks identified as the only western style hotel in town. Our stay there was fine, our package included dinner at the hotel which was good since it was a fair distance to town.
After dinner we did venture into town as there was really nothing to do at the hotel and it was a hike, we walked to town along the river but since it was dark when we returned we opted to go along the street side which ran by a large park which I also wasn't keen to walk through at night so it took us a very long time to get back.

The Beresta Palace Hotel is the best hotel in Novgorod and the only hotel of international standards. It belongs to the Best Western chain of hotels and was built in 1991. It is a low-rise building with 203 rooms, some of which face the Volkhov River. The rooms are equipped with all modern facilities expected of a 4-star hotel. I stayed at the Beresta Palace Hotel during my recent trip to Russia as it was a halfway stop between Moscow and St Petersburg. As it is located away from the historical center, there is nothing much to do after dinner except to walk to the bank of the Volkhov River where the locals like to hang out on summer evenings.
