I have stayed at the Magistrat hotel several times. It is a beautifully renovated building from 1900 originally home for the local government (hense the name "Magistrat" that means munipality).
The Hotel is 4 star but I feel that it ought to be a 5 star hotel. There is at lot of very helpful staff at the hotel, it is clean very and very comfortable, and you rarely find more than a few other guests there wich leaves plenty of staff at your service.
I would have liked more international TV channels in english (they have BBC news) - but it doesn't really matter. You have free Internet and a walking distance to a bar "The Apotek" with all the entertainment you need.
Tomsk is a very remote place. I am sure you have a reason to go there if you do. Not first pick for a holiday. I would have given Magistrat highest rating if it was not for the price. A hotel in Tomsk should not cost more than 150 USD not matter if the wall were gold plated.
Central location, very high building standard, and very comfortable rooms.
