Magistrat Hotel
This is a very comfortable 4* hotel. Check-in was very efficient - we produced our passports, and were handed a key card and shown to our room. We collected the passports and signed the registration forms when we came down again later to go out.
Our room was spacious, with two double beds, and all the amenities you would expect from a hotel of this standard: TV with good range of satellite channels, including BBC World; well-stocked mini-bar; tea-making facilities; wi-fi; bath and shower (with toiletries) and fluffy bathrobes.
The only snag we encountered was with breakfast - our booking had been made for bed and breakfast (clearly stated on the hotel voucher supplied by our travel agent) but at check-out they tried to charge us for the (excellent) breakfasts we had had. Maybe that quick check-in was a bit too quick, but they didn't force the issue and agreed to take it up with the travel company.
Unique Quality: The hotel is conveniently located on Pl. Lenina, and has an excellent Italian restaurant. It's not cheap, but we had a very enjoyable stay here.

As beautiful as it is remote
I have stayed at the Magistrat hotel several times. It is a beautifully renovated building from 1900 originally home for the local government (hense the name "Magistrat" that means munipality).
The Hotel is 4 star but I feel that it ought to be a 5 star hotel. There is at lot of very helpful staff at the hotel, it is clean very and very comfortable, and you rarely find more than a few other guests there wich leaves plenty of staff at your service.
I would have liked more international TV channels in english (they have BBC news) - but it doesn't really matter. You have free Internet and a walking distance to a bar "The Apotek" with all the entertainment you need.
Tomsk is a very remote place. I am sure you have a reason to go there if you do. Not first pick for a holiday. I would have given Magistrat highest rating if it was not for the price. A hotel in Tomsk should not cost more than 150 USD not matter if the wall were gold plated.
Unique Quality: Central location, very high building standard, and very comfortable rooms.
