We rented a flat for our stay in Vitoria, but one of our flatmates had friends come to visit, who stayed in this hotel. We were told that it was very reasonably priced, and a nice place to stay. It's certainly in a very good part of town, only a stone's throw from the Plaza de Virgen Blanca and next to the Plaza del Machete in the Casco Viejo (old town). It's a lovely old building too, and should you stay there for the Fiesta, you'll be able to step straight out into the middle of all the entertainment!
