I was in a great apartment up the steet from the Fregat. I heard the elevator was broke and there was no hot water. I rented from the agengy www.khersongirls.com, it was a great location, close to the agency, the river, and right on the main street. Short walk to the train station. There are other places to rent apartments from, avoid the hotel.
I was there for a couple of days early in April 05. This is one of only three hotels in Kherson. It is a soviet-era 70's style nondescript building, which used to be part of the State-run Intourist travel organisation (the only way to travel was through them in the good old days of the USSR).
Renovated rooms are OK, relatively clean and cheap. All rooms have a view on the river (and the industrial harbor).
Service is very pleasant, and some of the reception clerks do speak some English. The entrance is guarded by armed security officers, and you have a feeling of safety, which is not bad when travelling in a challenging environment.
Directions: All the way down the main thoroughfare in Kherson (the one that starts from the station), close to the river. There are microbuses having their terminal at the 'Frigat complex'. Otherwise cab drivers will all know it.
Tourist complex Fregat is situated in a picturesque on the bank of the river Dnieper by the prospect Ushakov, 2.
Unique Quality: One of “Fregat” sights is a unique fountain, which is making our inhabitants joyous in spring and in summer times. To get to our hotel from the railway station it can by trolleybus 13 or by taxi.
Take advantage of your stay in Fregat Hotel to have an excellent holiday, to visit some historical places, to appreciate the exotic flood forest of the Dnieper's Delta, to enjoy the folk music, to taste fantastic Taurian wines and brandies.

I did not stay there, just visited the place where my American friend stayed.
Unique Quality: A good river and port view, a great fountain in front of the hotel, a bar.
