Sevastopol's probably Ukraine's most expensive hot
I stayed for four nights. Paid 3400UAH around 450$. Everything is first class. Service is very good. Only Bad and Breakfast. Breakfast is satisfactory. But still very expensive...

Seafront Hotel
a former "two stars" hotel in the downtown Sevastopol is undergoing the major renovation and is turning into a modern place to stay. I was the first guest to stay in a renovated room in the recently renovated right wing. it's been marvelous to walk barefoot on the totally new carpet, to be the first to use modern facilities.
since my first stay, the hotel has been fully refurbished and became the first Ukrainiam hotel in Best Western chain. the prices now range from $60 to 90 in low season (Jan-June).
Unique Quality: the hotel is located on the Primorskiy Blvd., a walking area around the Art(eleriyskaya) Bay, a walking distance from major sightseeing places. from Sevastopol railway station and bus station, take marshrutka #109, 110, 112, 4, 7, 20, 26

Great Bargain
We didn't make reservations for Sevastopol. We took a taxi from Yalta, and Boris, our driver, assured us he could get us in the "best" hotel in Sevastopol. What we didn't know that it was Freedom Day (I think) on May 8. The good rooms were totaly sold out. But the nice lady at the desk told us of the "upper floors" with more of hostel type rooms. We got one with 3 beds, TV and sink for $15 US. There were men/women restrooms with baths at the end of the hall. $2US for a bath. The nice thing is that the hotel was right in town. The floor had an attendant at all times.
Much cheaper than the $60 we would have paid if they hadn't been full. My wife was very hesitant at first, but it ended up being really fun.
I rated it 5 boxes, because it was such an inexpensive deal. But if you want lots of service, don't try it.
Unique Quality: We were a block from McDonalds (a great landmark these days it seems), and a block from the docks for the ferry. We were about 10 minutes from the sailors monument.

Good place to stay!
Decent "two stars" hotel downtown Sevastopol. Nice view at the sea. Cafe/Bar...Not bad facilities and service. They even had hot water! And friendly staff!
We were satisfied with our stay at this place.
