It was built in 1911 and was the largest building in the world at that time to be built of reinforced concrete, though thankfully it was still built to a classical design. The two clock towers each contain clocks of 25 feet in diameter, the largest striking clocks in Britain (the clocks of Big ben are only 23 feet).
On top of each tower is a Liver Bird, the mythical symbol of the city of Liverpool. If they ever 'fly away' then disaster will befall Liverpool. Maybe that's why they're tied down! :-)
