Park Hotel: Good value
I didn't stay there, but I went to see the room #307 for potential stay. It is IR225,000 (May 08) single room with all the essentail stuff - fridge, TV, shower and western toilet. The room has nice view of the city as it is on 3rd level.
I stayed in Hafel hotel and paid IR100,000 (May 08), but comparing to this room, I prefer this one even though it is more than 2 times. However, it is about 700 m from teh Hafel hotel, but I think you need a shared taxi to get there if you have lugguage.

Hafez Hotel: OK economical stay
The hotel is alright. I stayed at Room #17 and it costs IR100,000 for single room with toilet inside. It is the cheapest. No breakfast included, but you can eat in the downstairs restaurant under the same owner for IR8000 having cheese bread and tea. See more pics for room view and toilet view.
