For budget accomodation..there is Pension Al-Nazih - It's a family-run hostel.It is perfectly located near the downtown area, and very close to Monot. Its small but clean..the rooms have A/C. But, not all rooms have a bathroom, so you might have to share. You have rooms starting at 10 USD, but the better rooms (with a bathroom) are for 25 USD. I didn't stay at the Monroe, but I've attended several events here-- a play, a reception..and I've had close friends staying at it a few times. Its located right next to the Phoenicia Intercontinental, and quite close to the Beirut corniche. Its a stylish, trendy hotel. Its rooms are new, yet they are small (in lebanese standards) or meduim (european standards)..Although this hotel is very close to the sea, there are only a few of the suites which overlook the sea..the remaining rooms face either the Starco area (in the direction of downtown)..or the Phoenicia Hotel. The lobby isnt very spacious, but its comfortable..and the hotel usually has a play running on weekends..and then on all days of the week, you can enjoy having dinner at Al-Awtar, a lebanese restaurant in this hotel -- with a belly-dancer, music, food, shisha and all! All in all, I say its a good hotel..if you want to be close to everything, and you're not willing to spend all you have on Le Vendome or the Phoenicia Inter.

Basic. Not worth the money
There is a business center with free internet connection, flat TV , munchies during the evening and coffee in the morning for people sitting in the executive floors. Breakfast included, and you can have it in one of two bouffetts in the hotel (either the 21st floor, or the 1st) rooms were Nothing special, apart from the espresso machine in the room- the rooms were standard and cleaning were noisy in the morning, and didnt always clean on time. Al Hamra, although a street you must visit, is a lousy place to live in- there ongoing rennovations and road drilling. I dont really recommend it. 1 block up the Regis is a place called Pension home Valerie, next to a car hanging stuck in the wall. There, a single room cost only 8$. I talked to a (scarce) traveler outside the building one day and so I ended up hanging out with them one evening, it’s also very homely. The night prior, the other guests had been out to some restaurant and show—prices were 50% all over Beirut at that time—with he owner, also a young guy.
However the room I saw, the very cheapest, was very small and I think didn’t have a window. The other travelers, a couple showed me theirs—full of laundry hung up, food as if they robbed a supermarket—I liked that nobody would make a face because I’m having my own food in my room, even though they were cool with that at the Regis too. This place has also been recommended by women travelers.
