Very central located Sur Hotel is a good choice.
The rooms on the roof have great view over the city.

Turtle Beach "Resort": Scary Turtle Beach "Resort" near Sur
Billed as an Eco-Resort, the Turtle Beach "Resort" (near Sur -- and on the outskirts of Ras al-Hadd) is a filthy pit. In retrospect, camping would have been a much better option -- and at least we would have been properly prepared. While the staff were friendly, our stay at the Turtle Beach "Resort" was effectively camping without the required equipment. No towels were provided, the sheets in our barasti hut were of dubious vintage and cleanliness -- and no hot water that we could find. We left as soon as we could.
On the positive side, the location is fairly nice and we saw a few baby turtles on the adjacent beach.
Unique Quality: The Turtle Beach "Resort" has the following outstandingly spooky characteristics: i) the night-watchman is a scary character out of an old "Scooby-Doo" cartoon and ii) shifty locals like to booze it up at the adjoining bar/shack.

Turtle Beach Resort at Ras Al Hadd (Part 2)
This photograph shows the interesting reception & dinning area of the Turtle Beach Resort which are housed within the remains of a traditional dhow. I enjoyed my stay here, including the beach, sunrise, sunset and the turtle viewing at night.

Turtle Beach Resort at Ras Al Hadd
The Turtle Beach Resort at Ras Al Hadd (south of Sur) is a very nice place with stunning views of the Ras Al Hadd bay and a very good beach for relaxing or sea activities. This is because the beach is protected from the ocean waves by the rocks surrounding the bay. Also, night excursions to Ras Al Jinz to watch the turtle nesting can be arranged. The staff are also very friendly and the dinning area and reception are housed within a traditional dhow on the beach itself.
Unique Quality: The photograph shows the houses of the resort. Do not be fooled because it is nice inside and ventilation is very good because of the sea breeze blowing into the house thorugh the gaps. The photograph at my next accomodation tip shows the reception and dinning area which is within the remains of traditional dhow.
