Hello from Dubai :-)

The US Consulate is based in the Dubai World Trade Centre. (http://dubai.usconsulate.gov/contact-us.html)

There are many hotels along this same road (Sheikh Zayed Road) but there are actually 2 that are within walking distance to the consulate. One of them is a 2-star and the other a 3-star, I believe.

There are major computer and electronics stores in all of the large shopping malls in Dubai (Dubai Mall, Mall of the Emirates, Ibn Batutta, Deira City Centre, etc.) however, if you are seriously looking for the best prices then I recommend the Al Ain Centre in Bur Dubai, better known as the "Computer Plaza." There are so many computer shops here that it allows you to haggle for the absolut best prices.

There is a metro station at the Dubai World Trade Centre, but right now it isn't open yet. (But perhaps by the time you come to Dubai in April it will be open...?) For now, I believe the closest station is "Financial Centre" which is a walkable distance. Metro timings are Saturdays to Thursdays, 6am to 11pm. Fridays 2pm-midnight.

For the Computer Plaza, there is a Metro Station nearby at Bur Juman mall (the stop is called Khalid bin Waleed station.)

The hotels I mentioned earlier are business hotels are should be offering free wi-fi in their lobby cafes, etc.
