A resort within the city
In November 2005, when I transferred work from Saudi Arabia to Dubai, I was temporarily housed at the Oasis Court Hotel Apartments. For almost four months that I have stayed in Oasis, the staff there had been very friendly and helpful, they actually became my friends. The lobby is always dressed according to occasion.
Unique Quality: On the groundfloor, there is a huge pool, sauna and gym facilities. There's a daily breakfast buffet from 7:00 a.m. to 11:00 p.m. at the Oasis cafe on the groundfloor.

Dubai has some of the most expensive hotels in the world. I am not aware of B&B or guest houses (I checked the previous link by volunteerdxb... never heard of it before, so can't comment).
Some clean, good and nice hotels with low-ish prices (for Dubai) are:
