Mexico is not a town, it is a country, therefore there is no Downtown Mexico, unless there is a place that I don't know of (which is possible)

Volaris has a shuttle to Santa Fe in Mexico City. It is not clear on their current web site whether it is free at this time. It was free originally.

To add to the confusion, when you arrive in Toluca you are arriving in State of Mexico, in the country of Mexico, but the city of Mexico is in its own federal district. Because of this Mexico City is often referred to by Mexicans as "DF", said "day F-ay".

MEXICO is refered to by the locals, here in Mexico, (The Country) as both THE CITY AND COUNTRY depending on which you are refering to and as I was talking about Toulca a small city outside of Mexico CITY it is the city I was refering to. Thank you for all your imputs.

You are absolute right, I was mistaken and forgot about Mexico City, I have never heard of it being referred to as just 'Mexico'.

I realize this is an old post, but in case others, like me, are surfing this site for information for Mexico, here's a tip:

At most bus stations and airports in Mexico there are ticket counters in the exit areas where you purchase a "safe" ticket for taxis, which are waiting outside. By using this method, you are also guaranteed the regulated price. Rogue taxi drivers will often charge naive travelers outrageous rates.

I believe, but am not sure, that there is a complimentary bus from the new airport in Toluca to Mexico City. By the way, most Mexicans refer to Mexico City as Mexico. It IS confusing. Some call it DF (District Federal).

Of all the cities in Mexico, Toluca is the most obsessed with sports. Most people know about the professional soccer team, perrenial champs, but sports are big at every school. On weekends in public park you can see the autoworkers and pharmaceutical workers play in amateur leagues. Many public parks also have exercise tracks, and you will see homemakers and retired people jogging and power walking. Basketball is also popular in the parks.

Warning: if you join the locals in a pick up game of soccer or basketball, they are good and the air is thin.

It is a rapidly growing urban area, now the fifth largest in Mexico. It is located about 1.5 hours from Mexico City. Toluca is an industrial center, commercial and tourist destination, even though this is an unknown destiny for many tourists but once you discover it, you love it!
