5-1/2 hr layover at PHX on Dec 25

Everything might be closed but I don't want to wait in the airport that long. I would be happy to just walk outside someplace if it's not raining. I am on a budget so I prefer not to use a taxi. I arrive at PHX at 6:13pm and depart at 11:45 pm. What could I see???

I'd personally suggest heading over to Mill Avenue and Tempe and maybe even the ASU campus. It's lively there and close to the airport. Coffee shops, bars, restaurants, movie theaters, stores, although a few things will be closed that night but there should be something open still. From Sky Harbor, you just take the Red Line bus ($1.25 one-way) and it drops you right there.
The other choice is Old Town Scottsdale, but it's harder to get there by bus. There's also Downtown, but there's not much there and I doubt that anything would be open on Xmas night.
There's not much to see at night though as most of the museums are closed.

Travel Tips for Phoenix
Must bring lots of lotion

Wear light colored breathable clothing, even in November because the weather can still be in the 80's until late November. If you are visiting in the winter bring a jacket but nothing too heavy unless you plan on going to Norhtern Arizona to ski. But in the summer bring a hat, shades are a must and shorts and comfortable shoes. Do not forget sunscreen and plenty of lotion and hair moisterizer because the air is really dry. If your eyes are sensitive it may help to carry eye drops because the dust can be irritatng especially if you wear contacts. Be sure to bring film, but if you forget, there are plenty of grocery stores and convenience stores around to buy more at an affordable price
West Valley Rose Farms

When blooming, the rose farms of the West Valley (Litchfield Park) create quite a spectacle.
They're generally along Northern Avenue around Reams Road. Early to mid-February (pre-Valentine's) may be the best time to view them.
Great Greek Restaurant

The food is amazing and the atmosphere intimate. Great place for a date. George, the owner, is almost always around and is a funny, personable guy. Appetizer, soup, salad, main course, bottle of wine, dessert and a greek coffee usually runs about $100 + tip. The Lamb Chops are excellent, as is the Shrimp Greektown. Everything is great, you really can't go wrong with anything on the menu.
Stadium Club

This is a sports bar, with a supreme emphasis on viewing a variety of sports. Everywhere you look in this bar there are televisions. There is a big screen in one corner of the bar, which at the time was featuring game three of the NBA finals. The other sets hanging from the ceiling in clusters and at each table along the wall had any number of different programs from monster truck racing to baseball to dog and horse racing. And at this bar you can bet on the various races as they come up. We had a few wins at the table on the dog races as they came up. Happy hour runs until seven pm with reduced drink and menu specials. Sliders seemed to be the most popular thing on the menu, though I never tried any. They are a basket of small burgers with optional jalapeno peppers. I had the nachos, which were decent though they weren't anything spectacular. For this place it's the entertainment, not the food.
Desert Next To Mountain

Amazed by the valley in the sun I even was more surprised to see the mountains in the distance, out of my hotel-room. Even many Phoenicians don't know that the mountain range which divides the city into northern and southern parts, has a name. To me a still wish to visit those mountains ...
Some great names are North Peak, Mummy Mountain, Shaw Bute and Camelback Mountain. The mountains did not look that high because of the steeply dipping faults on each side. You could mistake by its skyline. Very impressive ...
