Downtown Hotel
The Marriott City Center is probably the best downtown hotel in Oakland. The BART is right next to the entrance and the bayside views are spectacular. Other than that the service is pedestrian and like most downtown hotels, impersonal.
Unique Quality: Right next to BART and views of the Bay and SF Downtown.

If you must stay downtown
The big std. hotel downtown. If business dictates you have to stay downtown, this is where I stay.
Try to get a room on the top floors that faces west with a bay view.
Room 2007 has a great view.
Unique Quality: Typical Marriott. full service, blah blah. (Check the website for details)
I suppose the unique quality of this Marriott would have to be the views of the bay and the City from the high, NW facing floors. Again, Room 2007 is recommended. I stayed there, the view was very pleasant.
Elevators can be a little slow when the hotel is full (often).
You won't love it, you won't hate it, it does the trick.
