Is their an "AirportBus" from Pensecola or Tallahassee to Panama City ? Since flights would be cheaper to these airports then paying $30 for a regular bus would work (every 2.5 hours or so)
airports relatively close to tally are ft. walton beach, panama city beach, and jacksonville. i've flown out of each after driving from tally. the only one that you could probably get a shuttle to tally from is jax. the only other options may be a 1 day car rental for $30-40 or greyhound.
If I understood your question correctly, you are looking for a cheaper way to get to P.C.B. than flying directly. All most all of the smaller airports in Northwest Florida are extremely expensive, but the cheapest to fly into (and the closest the P.C.B.) is actually Ft. Walton. As for a shuttle, I doubt any of them will have one, but it probably would be a good idea to rent a car. They are not that expensive and you will have the convenience of your own transportation during your vacation. Hope this was some help.
