Post Katrina, the City of New Orleans has placed extra security on Bourbon Street. There are plenty of New Orleans Police Department officers, State Troopers, private security for the hotels, and even firemen - all on foot walking amongst you. You are plenty safe on Bourbon Street. Most of the rest of the French Quarter towards the river to Decatur street is patroled by NOPD and is safe. There's a police station at St. Peter and Royal ... try to use those streets. If you get to a place where you don't see lots of other tourists, turn around.
They also patrol on horseback during the weekend. If your friend gets falling down drunk, for an extra laugh steer him to the horse manure.
Outside of the French Quarter, ask at the hotel if it is safe or get a guide. Many areas are still not safe.
