If I was looking for short/long term stay, how would you rate the Civic Inn.
Are you asking about the Civic Center in St. Cloud? The Civic Center itself doesn't have rooms, but the Kelly Inn does. Which is a branch of Best Western. It is all in one location with the Green Mill on site.
It is an ordinary hotel, nothing special. Sometimes when I stay there we get really nice rooms other time not so nice. The suites are typically pretty nice.

Sorry, just noticed that you were asking about the Civic Center in Rochester. My reply will not help you! :) Never been to the Civic Center in Rochester, so I can not answer your question. :)
Located in a classic old bank building, O'Neill's offers a unique dining or bar experience. There is a large main room, surrounded by balcony seating above. On the weekends, music cascades down from the balcony, benefiting greatly from outstanding acoustics!
St. Patrick's Day at O'Neill's is always a treat, but get there early because it fills up fast! Greek Pizza: Gyro meat on pizza with tzat-tziki sauce for dipping.
