I don't think Saint Clairsville is a tourist destination, more of a city built as a 'stop-over' rest area for passer-throughs. They have everything you'd expect to find in terms of franchised restaurants and stores such as Krogers and a 24hour Wal-Mart. This is the major shopping hub for the Ohio Valley with your standardized, plain mall.
Nearby Wheeling Island has a ho-hum casino/gaming center and the area appears to be consumed largely of older, 'white' tourists. The car wash is expensive from anywhere between $5-$8 and gasoline can tend to be pricey as well - because they know you're going to pay it.
However, you do feel very safe as this is a bustling center, all hours of the night. The views from the top of the hill at the Red Roof Inn are pretty, try to catch a sunset or sunrise from up there.
