Vantage point 3: "new" City Hall Observation Deck by b1bob
Another good vantage point is the observation deck of the new (in Richmond terms) City Hall. Since 11 September 2001, you sign in on the ground floor and then take the lift up to the 17th floor observation deck. As you can see on enlarging the 6-frame photo, on a clear day, you can get a good view of the city from all sides.
