It?s the main square of Rosario, located in the eastern edge of downtown of the city. I spend only a few minutes here after visiting the Cathedral. From here you can continue walking at Pasaje Juramento that leads to the Flag Monument or walk back at Cordoba street for the cafes/shopping etc Have in mind that the square is a good place to take some buses for several parts of Rosario like Parque Indepedencia or the beaches.
There is a nice monument at the square. It was built in 1883 and it?s called Columna a la Libertad and consists of several statues. The one on top represens Liberty and the others some national heroes.
