El Lobo: cheap but a little noisy
Our friends stayed here while we were at Happy Days and it was half the price so we tried it on our return. The rooms were nice enough and ours had a great view of the mountains.
This is an Israeli hotel and attracts a lot of young Isreali travelers, who seem intent on partying till all hours, and coming home with little regard for anyone that might be sleeping.
So, it was not always the best place to get a night's sleep. As I said, it's cheap and if on a budget, it's good value but if you have some extra money, there are more quiet places to rest your head.

Hotel Happy Days: gringo alley but convenient
This very popular gringo hotel offers clean safe rooms right in the heart of the city. The rooms are a bit small but you feel secure leaving your things there.
The staff is very friendly and they offer very secure luggage storage if you are going on a trek or down to Uyuni.

Price varies, but they have dirt cheap deals in the upper floors.
Rarely is there a chance to stay in such a historic hotel. This hotel is a mere half a block from Plaza Murillo, the heart of Bolivia's government. Plaza Murillo is the main plaza in La Paz and probably Bolivia.

Lodging is not hard to find if...
Lodging is not hard to find if you have a guide book. If you are travelling alone, one bedroom rooms are easy to find. They are tiny, but cheap. Be sure to have a map of the city when looking for lodging.

Getting a Five Star hotel anywhere in the world is not easy, but in La Paz, there are exceptionally nice hotels which offer this to Internet users. La Paz is a good deal more expensive (in this category) than Santa Cruz.
