I am planning to go from Natal to Fortaleza by buggy (or 4x4) on the beach and would like to know if one can rent a buggy in Natal and return it in Fortaleza. Any tips appreciated!

I suspect you will find 4X4 easier than buggy.

Generally in Brazil there is a huge surcharge for renting a car in one city and dropping off in another, certainly expensive enough to discourage most tourists from thinking of doing so.

There are a lot of sunchair and umbrella hires. It is very wise to hire an umbrella as the sun is very strong.
BUT!!......do ask before how much they will charge you for a day for hire it. We heard about people who didn´t ask before, and get a small chock when they should pay after a day.
It's a great and fun ride where you can know many beautiful places, riding through all the beaches around and the greatest sand dunes! And before you getting down on the sand hills the jeep driver always asks you: WITH OR WITHOUT EMOTION? You should choose with emotion and he goes down the hill really fast and doing all kinds of skillful moves! It's a lot of fun!
Sorry, I don't exactly remember where this fantastic place is, cause I had no map and our driver (Washington) spoke brenglish. It is north from Natal, probably in Genipabu area. But surely the drivers take yuo there if you direct to north.
The place is very cool, they of course serve beer and caipirinhas here. Avoid sand with bare foot, it's aproximately 1000 degrees hot.
Take one caipirinha and just relax and enjoy!
