is this attraction open and how do we do this
yes it is open and you can take a little train to the top or hire a taxi.
alternatively you can do a tour there.
there are both busses and jeeps doing tours of the corcovado.
The routes (road or train) up the mountain are once again open after the flood damage. The views over the city are spectacular. However, the statue itself is still somewhat hidden by scaffolding, part of a cleaning operation.
Oh, and the simplest way to "do" this, IMO, is to take a taxi to the base station in Cosme Velho and take the cog train up the mountain. There will be plenty of taxis waiting to take you onward when you descend afterwards.
You can also take a bus. Those marked Cosme Velho stop opposite the cog train station. If you miss that stop, the end of the line is just up the hill. Buses are cheap, run frequently, and afford interesting views of Rio street life.

We tried to go to Sta Teresa last week from the Corcovado side, and found several roads closed and impassible. And the tram certainly isn't working.
Unfortunately, the railroad to the top of the mountain is closed due to recent rainfalls and runoffs. Besides, the statue itself is undergoing repair work and is surrounded by scaffolding.

These costumes must cost so much, right? And they do. And many POOR people belong to the Samba Schools. How do they afford such extravagant costumes? Drug Lords... Yes, the drug lords and syndicates will donate money to the various neighborhood samba schools. A Robin Hood kinda thing, that makes poor people somewhat beholden to and protecting of the Bad Drug Dealers. What cha gonna do?!!!
One day in the botanic Garden is a cool chance for you to learn about Nature, simply to walk with someone you love, or you can use that day with deep meditation. The Botanic Garden is there will make you learn about many different kind of plants and eco-systems. This one is called COROZO, it is a sort of palm tree found in the Amazon Forest, it has long and painful thorns, it is a way that the nature found to protect its precious fruits from predators.
We have palm trees like COROZO as well, it is quite common in the forests of Rio.
