Last August I stayed for one night in the San Marco Hotel in Ipanema, and it was nice, well located, helpful crew and its prices were the cheapest around (in the same block you can find hotels that charges you more than US$50 per room). My friends stayed at Hotel Vermont for one month, and it seems a much better option than San Marco, because it is also reasonably priced (although not as cheap as San Marco) and the rooms are much nicer than those of San Marco, which are just fine. However, talk before with the manager to get a better deal. You can also check the websites of both places for more info.
I would recommend you to stay in Leblon just if your budget can afford it. It is a really nice and cool place, but is much more expensive than Ipanema or Copacabana.

I think Vermont is the best place, good location in Ipanema , reasonable price...

I've stayed in the Arpoador Inn, and recommend it - comfortable, reasonable, excellent location.
