you have two ways
first is to take a bus to bus terminal in town and then to Viña (at least 3 buses per hour, not too much to wait)
second is to take a van just outside the airport, you have not to look around a lot, they will find you first. the trip usually end at hotel's door. of course you better negotiate the price, there are quite a few operators so..
last advise... if you could spanish do not say any spanish word at all and if the people there could not speak fluenty english you may get better price.

p.s. nobody knows how much it could cost on the 5th of Januray 2010, first it's high season, then in Chile prices could arise a lot in a short time, it's [unfortunatelly] already happened, in the past the inflation has been a scourge for the local population, that's why many people [ie hotel, vans] want to be paid in USD.

There are two companies which operate buses from the airport to downtown. They cost 1700 pesos pp one way. They both stop at the Pajaritos metro station. This is a hub for buses going to the coast. There are several companies which do the route and you will find buses leaving every 15-20 minutes on a weekday.
The bus from Pajaritos to Viña del Mar costs 3.100 pesos pp one way and will take between 1.5-2 hours.
These prices may change slightly by January but competition is keen on the route so they are unlikely to shift very much. Inflation is not an issue in Chile and you will be expected to pay for things in Chilean pesos. You may be able to pay for an airport van in dollars but they will give you a poor exchange rate and you will end up paying more. Prices for transport from the airport are fixed (aside from rogue taxis) so it is pointless to argue the price for the bus or minivan (transfer) or official taxis. You should be able to do the airport to Viña del Mar trip for a total of under US10 pp one way.

Are you coming in on Lan? They have a shuttle service for their customers going to Viña leaving the airport 4 times or so a day.

If you are not familiar with using public transport in Chile, I would discourage going that route with 3 other people, their luggage, their handbags, their pockets to look after especially when tired from a long flight.

If not taking the reasonably priced Lan shuttle, before exiting the Customs sterile area, book transport with one of the two official van services - TransVIP or TurTransfer - direct to Viña. Anyone know what the price per head is for these direct van services?

Turtransfer vans are 75,000 pesos to Viña for 1-7 people. An official taxi is 67,000 for 1-3 people. Transvip website doesn't give prices.

Horse and Carriage ride or "Victorias"

by kiwigal_1

If you would like to try something rather touristy in Viña then you could go on a horse and carriage ride around the town. The locals call them Victorias. It is an unusual and relaxing way to take in some of Viña´s sites, and very romantic!

Palacio Presidencial

by IIGUANA

This huge house belonged to another wealthy family back on the early 1900's. It's now the presidential summer house. Although you can't visit it on the inside, you can look at it from the Avenida Peru, and you can even go to the entrance and take a peek at the fine gardens.

Viña del Mar

""La ciudad Jardín""

This city is located 2 hours from Santiago, and it is an important city because of the tourism , the beaches, the music festival, the parks and gardens.
I used to spend my weekends when I studied in santiago and I really had a great time here.
Viña del Mar has a lot to offer, and is also a good place to spend the summer, it has great nightlife as Iquique and very good restaurants.

"The castle and the clock of flowers"

From " hill castle " one obtains an incredible landscape of the ocean and the panoramic one of Viña del Mar! It looks like a medieval city. In last century there were constructed here some of the most luxurious and traditional palaces, one of them was the Presidential Palace. Here there is also the world famous Clock of Flowers, perfect to take a few photos!

"The beach"

One of the things that I like most is the walk along the beaches of the city, here there is a very pretty wharf from where you can have a great view of the coast, the buildings and the beach.
Also there are many shops of crafts with very good prices.
