In the downtown streets of any city in Algeria it's common to see people carrying thick stacks of money, roaming the street. That's because they change currency without declaring to the banks. The locals do it a lot when they have to travel to the exterior, and don't want the bank to enquire to their money.

Don't be fooled, the rates are usually hight than the banks. I recommend to change all currencies in any local bank. Anyways, on entering Algeria you have to declare what money you bring in and then how much you leave with, and customes wouldn't be amused to find money anoccounted for...
