Taxis are good
Taxis in Minya are relatively new to the city (started in1997), but they are gaining popularity quickly. They are the best and fastest way to move around and for a cheap fixed fare (L.E.2.00 or less than $0.20!) you can go anywhere within el Minya city. Be aware, some drivers would want to jack up the price once they realize you're a tourist. Just insist on paying the fixed fare (L.E. 2.00) nothing more, and of course you can always leave a tip (baksheesh)!
