You could be unfortunate to be stuck in Herat. The line up for the locals to get back iinto Iran was a very slow moving line for some 300 metres. Some had been waiting for 4 months?? Being a westerner the armed guard wont mind if you push in front. It appeared that he would slap anyone who became annoyed. After being easily identified as a westerner my visa was a 3 day wait. Potentially hazardous would be for Afghan repats wanting to return to Iran. You might get told to go to the end of the line. Some may need to consider a multiple entry visa or another scheme...
