There are comfortable buses, around 10 per day that leave from Kampong Cham bus station in the centre of town to Pnom Penh. The journey takes around two hours and there is one rest stop where you can use the toilets and buy local snacks.
very cheap ticket even by cambodian standards, something in the order of 3 usd per person.

An air conditioned taxi will take you directly from Siem Reap to Kampong Cham in about three hours. this time around I had to stop in Kampong Thom, so it was a two hour drive to Kampong Thom and then after a break, we went through the back roads to Kampong Cham, part of the trip was through dirt roads through what looked like endless rubber plantations
The cost for the trip was 85 usd including the services of a driver

There are direct buses to and fro Siem Reap to Kampong Cham but they depart in the morning only.
There is another way, take a bus from Siem Reap to Kampong Thom and then change to Kampong Cham. this is little risky since the route between kampong Thom and Kampong Cham is not well travelled.
You can travel all the way to Pnom Penh and take a variety of buses from Pnom Penh to Kampong Cham
