This simple hole-in-the-wall place on Weather Station Hill above Victory Beach has some of the best local curries in Cambodia.
A huge portion (enough for two) costs less than 2$.
2005 update : this place still exists, but no Khmer curries on the menu anymore, plenty of western and thai food though. The times have changed. It's still cheap, but with so many great dining opportunities on offer in Sihanoukville nowadays, i wouldn't recommend it anymore.

We were looking for a nice place at the beach to have breakfast and we found Tranquility Guesthouse. It's a western owned guest house that also has a Restaurant / Beach Bar.
Favorite Dish: Our Breakfast was delicious and the view is just great.

The price could range frm 3 - $8.
It takes quite a long time to prepare.
However, the boy (staff) was really nice to us.
Beer: 1 can: $1, 1 jug: $3.5.

This is one of the better restaurants in Kampong Som. Not only is the food good, but the atmosphere is great as well. This open air restaurant with a large outdoor terrace has an excellent view of the ocean, islands off the coast of Cambodia, and the town.
Favorite Dish: Try the local fish.

If you're a Barang (foreigner), you can be assured that a young girl (or boy-girl) will beg you to buy a pineapple on the beach. These kids can get VERY annoying, so sometimes it helps to buy the pineapple just to shut them up. They'll overcharge initially, but you can bargain down to 2000 riel ($0.50). They cut the pineapple right in front of you and to be honest, it's totally worth it -- the pineapple is perfectly sweet and ripe and makes for great refreshment.

While in Sihanoukville you simply have to try out a beach BBQ. I had one on Ochheuteal Beach where I had nine king prawns, fries, salad and a beer for under $10! Great stuff!

This small and friendly place is run by a French guy on Victory Hill. I came here a few times for breakfast where they do some great crepes, milk shakes and fruit juices.
