We had such a fun night at this restaurant. There were 7 of us eating and we must have had about 20 staff looking after us and they all seemed so young. It is one of the funniest dining experiences I have ever had. We all laughed, danced and joked around with the staff.
It was hard trying to eat dessert with someone feeding you, at the same time someone else was wiping your forehead with a cold cloth, someone else massaging your neck and someone doing your arms as well.
Anyway the food was really nice, from the whole steamed fish to the deep fried prawns, no complaints from any of us. (average prices around US$10.
The restaurant is upstairs and has one of the best views over the Tonle Sap.

The restaurant's terrace overlooks the riverside promenade called Sisowath Quay. Dine in the terrace to feel the breeze and cool you off during hot tropical afternoons. Most of the restaurants in the area do not have A/C.
Viands (fish, vegetables, chicken, beef) have 3 sizes to choose from, small ($4), medium ($6) and large ($10). I believe the viand comes with unlimited rice.
The restaurant is manned by youngsters and this is a way of helping them keep off the streets.
Favorite Dish: You just have to sample the rambutan (spiky looking red fruit with fleshy white insides), longgan and coconut-based creamy pudding, that cap off every meal. Delicious!
We ordered fried chicken, fish and sauteed vegetables and of course coconut juice straight from its shell.

We were told by some westerners that this was quite a good restaurant so we took the girl who's running the bear sanctuary and her boyfriend for dinner here. It was ok.
As we found typical in Cambodia, they will find ways and means of getting as much money out of you as they possibly can. I'm torn between recommending this restaurant and not. At least we didn't get any food poisoning from here.
The bill came with already totalled amounts on it so we couldn't see what we'd been charged for each dish/drink.
There were so many staff. My guess would be somewhere around 30. People surrounded the table at all times, watching you eat, reaching in front of you when you're about to take a mouthful etc. Don't get me wrong, the staff were lovely people, but totally intrusive.
Favorite Dish: I wasn't overly impressed with the food apart from the shrimp salad which was very nice. Don't order lobster. We couldn't find it in our dish.
Pricewise, it was quite expensive for what it was. It cost us over US$60+ for 5 people with only 4 alcoholic drinks. (The 5th person - our driver barely ate anything). In Thailand you'd have a huge feast for that money.

Upmarket Khmer restaurant on a terrace above Phnom Penh's river promenade.
The food is of high quality and the prices comparatively moderate (mains between 3-6$). Extremely attentive and friendly service, great atmosphere.
This is the perfect place for a splurge!
Favorite Dish: They have nice lobster dishes and lovely Khmer curries

Serves a very extensive menu of local specialities and some standard Western Fare. The staff will be pleased to guide you towards a good selection of dishes to suit your taste and pocket.
We ate on the upstairs balcony with a great view of the Mekong. The service was excellent and the food even better. Portions were very large and we failed to eat everything. After the meal you get a neck and head massage if you like.
Favorite Dish: Grilled fish. Sublime
