In Lanzhou, if you want to get a bus to Xiahe or Linxia, go to the south bus station. If you want to avoid the ticket touts and get an official ticket, go in the door, and go through an opening on the right, there you'll find a desk where they'll help you - as a foreigner in Gansu they want to check your insurance and this desk seemed to be the place that did it.
