Incoming buses drop passengers off at the center of town, right by the Tourist Services Center. We came into town from Long E, a stop past DiPing, via a van, which I'm sure cost more than it needed to, but it was the only way into town that evening.
MAKE SURE in San Jiang that the people know you're asking for Di Ping, not Li Ping- it may be a different route. Most people will think you mean Li Ping, which is not where you want to go if you're headed to Zhaoxing.
Buses also pick up at the same corner- you'll see them. To get from Zhaoxing to LiPing (Kaili, Guiyang and that direction) the buses leave on the hour, more or less, and I know that buses leave at 7, 8 and 9 in the morning, but may leave at other times during the day as well.
There are buses to Long E, (DiPing, San Jiang, and that direction) but I don't know when they leave. Ask at the service center.
Keep in mind that this is a mountainous area- so get out to the buses early to get a seat up front, especially if motion sickness is a problem.

If you go from Congjiang take the bus destined for Pilin and alight at the terminal where you stand at a T intersection. Wait for the passing bus there. Unfortunately there's none of a bus passing by rightwards during our waiting over 1 hour. We were told maybe the buses changed route because of the bad road. Finally we hired a minibus waiting hours beside to Zhaoxing.
As no bus coming in, to leave Zhaoxing consult the locals. We stayed 2 hours in Jugulou in the early morning before there's a minibus going outside. The driver took us to another small village where there're more buses passing by.
