Just across from the secondary gate to Harbin Engineering University is a really great culture park. It has a huge 'London Eye' that costs 40Y per person. There is a little zoo with bears and I think it costs about 20-30Y to go into that park. It is really quite depressing though. You can buy bags of vegies to feed them and you can pat the animals but I wouldn't recommend it. There is a bear, a monkey, a dog and a goat in one pen, all chained up so they don't attack each other I guess. We visited on a hot day and the animals couldn't access water so I gesticulated widely and the lady produced a small bottle of water and shared it amongst them. There is a great amusement ride section, each ride costs about 5Y. I especially liked the bikey monorail type thing where you cycle around above everyone. There is a water area where you can rent canoes and paddle around. Very relaxing. Some nice park areas but don't sit on the grass - not the done thing here. The kids love to run around and the rides suit all ages. Food and drink is much more expensive inside so bring them with you.

A quiet Zoo with very few visitors. Most cages for animals are with bars, again surrounded by mesh wire so you cannot see the animals well. But it's a nice quiet spot in this bussy city.
