Living in front of it, facing from my balcony Heihe and this wheel, I rarely saw it moving, so I guess that few Chinese tourists play in that park.

    Chinese are watching Russian movements

by jorgejuansanchez Written Jun 29, 2015

Apart from the main Soldiers Watch Tower, there are some more camouflaged towers, but without soldiers. In compensation there are video cameras always controlling russian soldiers and patrolling warships movements at the other side of the river Amur.
I saw these towers when I joined an excursion along the Amur river.
