Bus line 3 start or ends very near the Iron Pagoda Park (which isn't near much else in the city). The street in front of the park runs south to the main part of the city and the bus can be caught along this length. Cheeper than a taxi (1 vs. 7 RMB) and less stress than walking 2 or 3 km.

Taxi drivers charged me 50% extra on the fare when it snowed. Does anyone know if this is official/legal?

The bus to Zhuxianzhen costs 4.5 RMB, take it from the bus station near the Chief Minister's Temple. This town is famous for it's New Year woodblock prints.

Actually, it's made of bricks. Who cares! If pagodas are your passion then you have to stop in Kaifeng while in Henan province and climb this baby. It's always an extra fee to climb pagodas in China...
