Henan people have the unfortunate reputation of being the biggest cheats, theives, and conartists of China. I can attest to personal experiences relative to bad business men. As for the thieves, only second hand stories. This is a problem not only in big cities, but also small towns. This reputation seems to be fading, but not quickly enough.
If you are doing business here all I can say is be careful.
