For those heading to southern Xinjiang, there's a Xining -- Huatugou sleeper bus daily at 1015. Fare is 225.3 RMB and the journey is expected to take around 20 hours. Tickets seem to be very much in demand, we could only get tickets for the day after tomorrow. So do get your tickets well in advance!
For those heading to Urumqi, there's now a sleeper bus that takes 28-30 hours. Fare is about 320 or 330 RMB IIRC. It stops by Dunhuang and Turpan.

Taxi to Kumbum Monastery cost 25 RMB for 4 of us. On the way back, all the taxi drivers wanted at least 30 RMB for the same -- we settled for a private car for 30 RMB, much roomier and better ride.
The bus apparently costs 6 RMB, but we didn't bother walking to check.

It's highly recommended to take the train travel experience as it's the only train that enters into the highest land in the world - now, we name this railway as another miracle of modern China. You may never know, when majority of us are able to enjoy life, there are thousands of poor people work under very wicked conditions in order to build up this railway.
Ticket is quite difficult to get unless you book it couple of days ago - however, there is no online booking for this ticket. We don't know the actual status as my friend got some Guanxi(relationship) to book in advance. If you want to try this, you may need to get to Xining couple of days ago and buy the ticket at the booking office. You may not be able to buy it through the travel agency(Chinese tourism bureau has prohibited this as it caused too much black deals). If you get to know any friends in Xining, you may ask them to help to book in advance.
Departure Time: 19:00, 24hours from Xining to Lasha.
Price:
Hard sleeper: Around RMB500(USD65)
Soft sleeper: Around RMB800(USD100)
Hard seat: Around RMB200(USD25), lots of tibetan people take those places.

All the trains going to or coming from Lhasa have to pass through Xining. This city might be your best chance to get a train to Lhasa, never mind the fact that it might be only hard seat.

The flagfall for taxi is 6 RMB, meter rate is 1.3 RMB.
