If you can read Chinese there is an excellent website to find train times and schedules. Go to railway.com.cn . I have found the station to station (zhan-zhan) to be the most helpful for looking up tickets. Type in where you want to leave from and where you want to go and it will give you detailed schedules.

Taxi definetly is the best transportation in Tianjin. It's safe and convinient, also cheap. It usually spends you less than 3 dollars to anywhere within the city.
Bus is also convinient only if you can understand Chinese.
Subway has only several stops... I never took it

Between Beijing and Tianjin, there are tens of trains everydays, almost one per hour. The price varies from 1 dollar to 4 dollars, depends on traffic hours and speed of the train. Go direcly to the train station for tickets. It's always avaliable, except major national holidays.
