Yes, while Urumqi can be said to have a certain derth of quality nightlife (unless you like communist drinking halls), the Bridges of Madison County Bar is an interesting place to visit!

Fubar is the only bar in Urumqi catering for the expat community and tourists. It's owned by an Irishman, New Zealander and a Japanese guy. They've been living in Urumqi for over 4 years and are a mine of information concerning everyaspect of the XinJiang, from what to do and great travel and touring advice. They also plan and organise tailor made tours depending on what you want to see and do in XinJiang. The tours they offer are ones that no other local tour operators provide.
During the day it's a great place to relax, use the WiFi, read from their library or to get information or meet other travellers and exchange stories. When the sun goes down the place comes alive with a variety of nationalities and local minorities. The music is great and the atmosphere even better. Fubar stays open till the last soul has left the building.
It serves good food (fish 'n chips, homemade burgers, great pizzas etc.) and a comprehensive selection of foreign beers (Boddington's, Beamish, Duvel, Leffe, Hoegaarden etc.) There're also a pool table, Foosball and a darts board to keep you entertained.
This summer Fubar is trying to get access to the park to open a beer garden (the first in the city). If this happens they plan to have live music and other entertainment during the summer months.
All in all, this is the place to go to for all your needs.

The former CD bar, which only stayed open a couple months will supposedly reopen in a couple months at the same location. It's geared for teh expat crowd.

A: imo, tourists coming from Khunjerab border are granted with visa on arrival. Usually it opens around May however due to climatic changes snowfall is not over yet....
