Local people who live around the lake will approach you and offer to cross you to the other side on a row boat. It can be a good idea if you want go from Dali to Luoyuan temple, for example.
In my case, I had to bargain the price down with this man from 100-something to 50 yuan, and after we set it he called his wife and they both crossed me and my hired bycicle to the other side.
From the smile in their faces, you can see that they considered it a very good deal.
