Smoking with a big pipe is a common pastime in Yunnan. Men don't need much of an excuse to get the big pipe out and light up.
In this particular photograph, of interest to those involved in impact assessment work: note the sheer scale and depth (around 8cm) of construction dust from dry season road grading and construction. The health impacts of the particulates here is considerable, and can be felt within a matter of minutes by casual bystanders.
