There are frequent mini buses daily to Mohan - international Lao-China border check point direction from Southern (mini) bus station. It is about 20 min walk by the main road from regional bus station in centre (or 5 min by city bus). The buses will depart as soon they get full. You need to buy ticket at the counter - it will say on it which one you board. The Southern station has mini bus services to any town Southern of Mengla if you want to go to self-arranged day trips around the region. It takes roughly 1,5 hour driving to get to Mohan and there you'll need to take Xixuanbanna-style tuk-tuk to the border with Laos. It's nice drive and there are some really nice Dai villages by the route.
